This is the Nishinomy City Office Building right across the street from 620 years old temple "Kaisei Temple (Kaisei-ji)".

All foreign people who have student or working visa need to come to this office to get Japan's ID which is called "Gaikokujin Touroku-sho (Foreign Registration Card)". People can do anything in Japan without this Forign Registration Card!

Kaisei Temple is very famouse about "Zen". It could be a good idea to visit Kaisei Temple and learn Zen after submitting papers at Nishinomiya city office!
